The United Service Institution of India was founded in 1870 by a soldier scholar, Colonel (later Major General) Sir Charles MacGregor. The story of its growth is the story of the growth of the Indian Armed Forces. It was founded for ‘furtherance of interest and knowledge in the art, science and literature of the Defence Services.’

  • The Indian Armed Forces are undergoing a process of reform. These reforms are comprehensive as they are focused on organisational, structural, conceptual, and cultural levels. The cultural reforms form the bedrock of the jointmanship and jointness in the armed forces. These reforms are necessary as they are driven by two factors: the challenges posed by geopolitical events and the rapid development of technology. The geopolitical flux is forcing nation-states to review their security strategy. These two challenges are non-linear and unpredictable, which may pose a serious threat to the Indian armed forces if the reforms are not rolled out promptly.

 

  • The aim and objective of reforms in higher defence management in India are to bring about jointness in the armed forces. The mandate of these reforms is to promote jointness in procurement, training, staffing, joint planning, and integration of the requirements of the armed forces. Jointness can be described as cross-service cooperation in all stages of military processes, from research to procurement and also operations. Jointness should be understood as an enabling environment that creates a system of trust between the three armed forces.

The reforms would also entail merging cyber and space domains in the traditional domains of warfare (i.e., land, water and air). The integration of these domains would lead to the digitisation of battlefield information and its visualisation. The integration will also kickstart the next generation of jointness, namely the common logistics architecture. These reforms are an evolution of military affairs. These will enable the move from network-centric operations to data-centric operations, indicating better and faster decision-making. The third generation of reforms after the adoption of theatre command would be ‘convergence warfare’. The convergence warfare would merge 1st RMA (Revolution in Military Warfare) i.e., manoeuvre warfare with the 2nd RMA i.e. net-centric warfare. This would lead to the convergence of kinetic and non-kinetic operation, time and space; and emerging and disruptive technologies. These reforms would lead to the era of Jointness 2.0, which will focus on the creation of a joint culture.
