The United Service Institution of India was founded in 1870 by a soldier scholar, Colonel (later Major General) Sir Charles MacGregor. The story of its growth is the story of the growth of the Indian Armed Forces. It was founded for ‘furtherance of interest and knowledge in the art, science and literature of the Defence Services.’

Message from the Director, Centre for Strategic Studies and Simulation (CS3)


Dear members,
It gives me immense pride to reflect on the journey and achievements of the USI Centre for Strategic Studies and Simulation (CS3). Established on 1 January 2005, CS3 represents the evolution of the earlier USI Centre for Research (founded in 1995), with its resources seamlessly integrated to create a dynamic hub for exploring national and international security issues. Over the years, CS3 has positioned itself as a pioneer in strategic research, analysis, and scenario-based simulations.

The Centre’s primary aim is to undertake cutting-edge research in strategic and military affairs while offering innovative scenario-based strategic games. Our objectives are broad yet focused, ranging from conducting strategic studies on Comprehensive National Power (CNP) and Comprehensive National Security (CNS) to exploring the nuances of multi-domain warfare. CS3 collaborates with policymakers, including NSCS, MoD, MHA, MEA and Service HQs among others, and technological Institutions like DRDO providing net-assessment projects and actionable insights.

Our activities include organizing seminars, workshops, and round table discussions on contemporary security issues. By facilitating track 1.5 and track 2 dialogues with leading international think tanks, we foster global engagement and exchange. Tailor- made capsules on strategic and security issues for military personnel, diplomats, and scholars enhance our outreach, while internships for university students and youth leaders enable the next generation to engage with pressing strategic challenges.

CS3's publications contribute significantly to shaping discourse on strategic and security issues. Through collaboration with Indian and foreign think tanks, we continue to enrich the research ecosystem and expand our impact.

As we look ahead, CS3 remains committed to its mission of fostering thought leadership in strategic and security domains. Together, let us strive to achieve new milestones and further strengthen India’s strategic perspective in a rapidly evolving global environment.
