The United Service Institution of India was founded in 1870 by a soldier scholar, Colonel (later Major General) Sir Charles MacGregor. The story of its growth is the story of the growth of the Indian Armed Forces. It was founded for ‘furtherance of interest and knowledge in the art, science and literature of the Defence Services.’

Message from the Deputy Director General and Head CUNDP


Dear Members,
The Centre for United Nations Doctrine and Policy (CUNDP) at the United Service Institution (USI) of India reflects our commitment to advancing India's legacy and leadership in United Nations Peacekeeping Operations (UNPKO). By integrating scholarship, operational expertise, and policy advocacy, The CUNDP plays a pivotal role in addressing contemporary challenges in global peace and security. While the Indian Army oversees the training and tactical aspects of peacekeeping through the Centre for UNPK (CUNPK), USI focuses on strategic, operational, and policy dimensions, ensuring India's voice is well-represented in international discussions on peacekeeping reforms and effectiveness. The CUNDP benefits from a distinguished faculty, including former permanent representatives to the UN, UN peacekeeping force deputy force commanders, and UN Military Observers (UNMO), enabling USI to act as a repository of Indian peacekeeping experiences and a platform for advancing strategic concepts for UN peace operations.

USI has established impactful partnerships with globally renowned institutions:

  • Challenges Forum: A founding partner bridging policy and operational gaps in UNPKO.
  • Effectiveness of Peace Operations Network (EPON): Actively contributing to studies on peacekeeping effectiveness, with insights presented at the UN HQ in 2022.
  • Norwegian Institute of International Affairs (NUPI): Collaborated on thematic studies, particularly on protection in peace operations.
  • Geneva Centre for Security Policy (GCSP): Formalized a partnership addressing global security challenges such as multi-domain warfare and disruptive technologies.
  • International Committee of the Red Cross (ICRC): Proposed seminars and conferences to integrate humanitarian law into peacekeeping discussions.

USI has published influential works, including ‘Keeping the Peace: UN Peace Operations and Their Effectiveness’, ‘India and UN Peacekeeping: Through the Prism of Time’, and ‘India and UN Peace Operations: on the Service of Humanity and Global Power’, which highlight India's contributions and USI’s thought leadership in peacekeeping. A forthcoming Special USI Journal on India's role in all UN peacekeeping missions aims to further establish USI as a Centre of Excellence.
