The story of its growth is the story of the growth of the Indian Armed Forces. It was founded for ‘furtherance of interest and knowledge in the art, science and literature of the Defence Services.’

About the Monograph

This monograph examines the accelerating collaboration between Russia and China in artificial intelligence (AI) and its strategic consequences for global security. It highlights how Moscow and Beijing view AI as a critical enabler of military modernisation, information dominance and geopolitical influence. China’s strength lies in data abundance, industrial scale and rapid civilian–military fusion, while Russia focuses on algorithmic innovation, autonomous weapons and offensive cyber–information operations. Their partnership is deepening through technology transfers, joint research, military experimentation and coordinated narratives on digital sovereignty. The paper analyses how AI is being integrated into kinetic warfare, grey-zone activities, command-and-control systems and cognitive warfare tools. It also warns that Russian–Chinese alignment threatens to erode Western technological advantages and reshape global AI governance norms. For India, the monograph underscores the importance of investing in indigenous AI ecosystems, strengthening defence applications and preparing for an adversarial AI-enabled battlespace.
