Information and Cyber in Non-Kinetic Warfare: Counter Strategies

About the Monograph

This monograph explores the evolving character of global contestations, competitions, and conflicts, which have traditionally been driven by the threat of physical or kinetic destruction. As the world transitions toward a digitally interconnected environment, regimes of denial and disruption—manifesting as non-kinetic warfareare becoming the preferred strategic tools. This monograph highlights the growing centrality of cyber infrastructure and the information domain, which, due to their global reach and cost-effective scalability, are now key instruments for shaping perceptions, manipulating narratives, and influencing behaviours across populations be they friendly, adversarial, or neutral. It underscores the urgency for India's strategic community and policymakers to fully comprehend and integrate the dimensions of information and cyber warfare within the broader national security framework. By doing so, India can better prepare for the full spectrum of future conflicts, from peace to war and everything in between.
