VISIT OF HIGHER DEFENCE ORIENTATION COURSE SERIAL -7 (HDOC-7) , ARMY WAR COLLEGE, MHOW, TO USI ON 22 MAY 2013
Introduction
Higher Defence Orientation Course Serial 7 (HDOC-7) from the Army War College, Mhow, comprising 26 officers (16 Indian and 10 foreign officers) visited USI on 22 May 2013. The foreign officers were from : Bangladesh, Ethiopia, Egypt, Maldives, Myanmar, Nepal, Seychelles, Singapore, Sri Lanka and Vietnam). A presentation-cum-discussion on “BRICS : Partnership for Global Stability, Security and Prosperity” was organised for the visiting delegation.
Presentation by Ambassador BS Prakash, IFS (Retd)
The presentation by Ambassador Prakash covered the emergence, evolution, present and future status of the grouping – Brazil, Russia, India, China and South Africa (BRICS) in the 21st Century: standing of BRICS in the world; common issues between these five emerging nations themselves and the proposals under consideration, divergences and future of multilateralism in a multipolar world. Amongst the current proposals he also covered : the BRICS Bank, Business Forum, research network and the strategic / political orientation of the dialogue.
Interactive Session
The discussion centred around tangible benefits accruing to the BRICS grouping through multilateralism; Western view on BRICS; mechanism for enhancing economic interest in the face of declining Western / European economy and rise of Asian economy; protection of respective diasporas interests; power of human resources; India’s vision on SAARC; security dimension of BRICS; changing nature of power structures in the world; India-China economic relationship in the backdrop of border issues and importance of coming together on issues of mutual benefit through diplomatic skills and cooperation. The future prospects of BRICS as also IBSA, and the impact they would have on international relations specially in the economic and political fields were also discussed.
Conclusion
Director USI emphasised that BRICS grouping is doing commendable work and its role will only grow in the coming years. He thanked Ambassador BS Prakash for sharing his cumulative experience and for answering all the questions in a frank and comprehensive manner.
The interaction ended with presentation of USI Journals by the Director USI and a Memento by Brigadier NS Rao on behalf of the Army War College, Mhow.
