Fostering Strategic Maritime Partnerships a Critical Appraisal

Galle Dialogue 2016

Galle Dialogue is an annual international event conducted by Sri Lanka on regional maritime security.  Considering the vantage point of Sri Lanka, sitting astride global maritime trade route, this is a well-attended event where maritime leaders from across the world are invariably present.  This year the USI was invited for this dialogue.  Lt General PK Singh, PVSM, AVSM (Retd), Director USI participated in the event at Colombo on 28-29 Nov 2016 and presented a paper on the theme ‘” Fostering Strategic Maritime Partnerships a Critical Appraisal’’. There were two keynote speakers Admiral Sunil Lamba, PVSM, AVSM, ADC,  Chief of Naval Staff and Admiral Harry Harris, CinC PACOM.

          The issues that were discussed included the need for a consensual Indian Ocean Order.  The significance of IORA and IONS was discussed in relation to the Indian Ocean Order. The need to bring Heads of States together at a platform to discuss the challenges of IOR was suggested by participants as a strong political driver for a consensual order.

          The Indian CNS highlighted that the way forward was to act in the following three specific ways. They were information sharing, consolidating the regions capabilities under the IONS umbrella and conduct the maritime security operations by cooperation of navies of the world by building a regional architecture under the IONS.

          Director USI’s presentation covered the challenges of maritime consensus, maritime capacity building, the political nature of the challenge and building trust. He highlighted need for a greater role for IORA and IONS and biasing these relations more closely to the issues pertaining to security- which is a prerequisite for economic growth.

          He highlighted that Maritime Security, which was the theme of the conference, is a subset of national strategy.  Hence,  there is a need to discuss the impact of transnational terrorism, basing of foreign naval assets in ports of the region also as these will have an impact on the overall security of the region.

          The USI was one of the 12 international institutions/organisations that participated in the dialogue as a knowledge partner. The participation is expected to go a long way in fostering regional cooperation in a critical region of the globe.
