NEW GENERATION WARFARE: TRENDS AND KEY DEVELOPMENTS IN HIGH END CONFLICT LESSONS IN THE INDIAN CONTEXT

REPORT

Army Training Command (ARTRAC), in collaboration with the United Service Institution of India (USI), organized a webinar on 20 December 2021 on the topic- “New Generation Warfare: Trends and key developments in high end conflict: Lessons in the Indian Context”. The objective of this discussion was to cover the conflict areas and India’s preparedness and challenges in the war situations. The welcome remarks were delivered by Maj Gen BK Sharma, AVSM, SM** (Retd), Director USI. The keynote address was given by Lt Gen Raj Shukla, PVSM, YSM, SM, ADC GOC-in-C, ARTRAC. He highlighted the significance of this topic in the current scenario of India’s National Security.

The Seminar was divided into four panels. The panel one discussed the topic MDW Capabilities of China and Pakistan. The speakers of this panel highlighted the Kinetic and Non-Kinetic Spectrums of Conflict, Non-Contact warfare, Low Cost-High cost warfare, Instruments of Proxy war, Modus Operandi of Proxy war, Manifestations of Sino-Pak Collusivity, likely manifestations of Non-Contact warfare, water as weapon, China’s water policy, recommendations for India’s Water policy. The panel consisted of the following speakers: Lt Gen SL Narasimhan, Maj Gen Arvind Bhatia, and Maj Gen VK Singh.

The second panel emphasized upon the “Approach of Russia and Israel to Grey Zone Conflict”. The detailed discussions took place on Ukraine Conflict areas, Ukraine Demographic Profile, the key events in Ukraine Revolution, Tenets of Russian Hybrid Operations, and Assessment of Global Trends such as Blurring of lines between State of War and Peace, Change in Rules of War, use of Non-military means to achieve political and strategic aims, exploitation of Internal Dissonance, and selective use of Military means. The following panelists discussed the above topics: Lt Gen ArunSahni, Lt Gen Dushyant Singh.

The third panel covered the topic on “Long Range Vector Hyper Sonics A2/AD Space; FOBS Non-Kinetic ops”. The discussions revolved around the following issues- Pakistan’s Full spectrum deterrence posture, Growing fissile material production industry warheads, Pakistan’s Strategy, capabilities, China’s Strategy, Modernization Trends, AI and Autonomous unmanned systems, India’s Response Mechanisms, Capability Gap, Mobility, Signature, Management and Concealment of Strategic AD systems, issues such as Co-mingling, pre-launch, ambiguity, Deterrence stability, position of strength. Dr Roshan Khanijo, Mr. SauravJha, GpCaptAjeyLele, and Lt Gen RS Panwar were the panelists.

The fourth panel covered the topic “Partnerships Influence OPS Air power in MDW”. The speakers talked about the importance of partnerships in the domain of air power. This panel consisted of Mr. Shashank Joshi, Lt Gen PJS Pannu, Air Marshal Anil Khosla.

The fifth panel focused upon the topic “In the Stated Context and Suggested Response Strategy for India”. The discussion covered the futuristic perspective of India with regard to its security, Chinese strategic communication and India’s response to it. The following panelists spoke on the above topic: Vice Adm Pradeep Chauhan, Dr. Mayank Dwivedi, and Lt Gen VG Khandare.
